Client Overview
The Washington Housing Finance Commission (WHFC) aimed to provide a user-friendly platform to assist public users in finding and visualizing data about publicly subsidized apartment properties in Washington State. By centralizing data and making it accessible, WHFC sought to empower individuals and families to make informed decisions about affordable housing options.
Challenges
The WHFC needed an affordable housing data portal to help residents easily access information on affordable housing units. The key objectives were to
Centralize Data Access
Provide a single, centralized source of information for all affordable housing data, improving access to critical resources.
Make Data Discoverable
Present the data in an intuitive and engaging manner, allowing users to easily explore and understand their housing options.
Empower Public Users
Enable users to search, filter, and visualize data about affordable housing properties based on various criteria.
Data Fragmentation
Affordable housing data was sourced from multiple federal and local data repositories, creating challenges in providing a cohesive view.
Public Engagement
Users needed an intuitive interface to visualize, search, and filter data effectively, improving their ability to access relevant housing information.
Complex Information
Presenting detailed information about subsidies, housing options, rental prices, and eligibility requirements in an easy-to-understand format was a key challenge.
Solution
Intellectyx partnered with WHFC to design and develop the Affordable Housing Data Portal (AHDP) using a managed instance of DKAN to centralize and visualize affordable housing data for Washington State.
Key Features of the Solution:
- Unified Data Portal: The data portal serves as a centralized repository, consolidating data from multiple sources, such as HUD's Location Affordability Index, Revitalization Areas, Public Housing Buildings, Section 8 Data, and other relevant datasets. The portal is hosted on a cloud-based DKAN instance, ensuring easy data access and management.
- Search and Filtering Capabilities: Users can search for properties based on location, rental price, amenities, accessibility, and subsidy programs. The platform provides an intuitive search experience with a Google-style keyword search and faceting by tags for a richer user experience.
- Interactive Maps: The platform incorporates interactive maps that display the locations of subsidized apartment properties, enabling users to explore properties visually, zoom into specific areas, and view detailed property information.
- Property Listings and Data Visualization: Detailed listings include unit types, income requirements, amenities, and contact information for property management. Data visualizations provide insights into project details, developer names, units, tax-related information, and other relevant statistics, helping users understand trends in affordable housing.
- User Reviews and Ratings: A feature allowing users to share their experiences and provide ratings for the subsidized apartments they have lived in, encouraging community interaction.
- Data Management and Integration: The solution offers seamless data integration and exporting capabilities, allowing WHFC to manage data from various federal and local sources, and provide a comprehensive, up-to-date dataset.
- Multilingual Support and Accessibility: The portal complies with Web Content Accessibility Guidelines (WCAG) Version 2.1 and is available in multiple languages, ensuring inclusivity and accessibility for all users.
