Client Overview

The City of Spokane, through its Innovation and Technology Services Department, sought to enhance transparency, accountability, and public participation by creating a comprehensive Master Data Management (MDM) Portal. This portal would allow the city to provide valuable information and reports to citizens, promoting public engagement and feedback.

Challenges

The City of Spokane faced a significant challenge in efficiently managing and sharing frequently requested datasets. The absence of a centralized data repository led to inefficiencies in data sharing and hindered the ability to provide accurate and timely analytics and reports. Furthermore, the city's data landscape was complex, consisting of both structured and unstructured data, making it difficult to maintain a "single version of truth" across different systems.

Data Fragmentation

Data was spread across various departments, lacking a centralized location for access and management.

Data Complexity

The city had to manage both structured and unstructured data, requiring a comprehensive solution for merging, profiling, and maintaining data quality.

Government Transparency

The city needed a standard method for publishing and disseminating data to enhance government transparency and accountability.

Solution

Intellectyx collaborated with the City of Spokane to design, develop, implement, and maintain a Master Data Management Portal based on Microsoft Azure’s modern data warehouse architecture and Power BI.

Key Features of the Solution:

  • Data Ingestion and Integration: A wide variety of data sources, including Criminal Justice Information (CJI), Payment Card Industry (PCI), HIPAA, and Federal Energy Regulatory Commission (FERC) data, were ingested and integrated into a centralized data warehouse. Both structured and unstructured data were merged, profiled, and cleansed to ensure data quality.
  • Centralized Repository: A data warehouse was created where all Extract, Transform, Load (ETL) processes took place, resulting in a single, structured repository that provided a "single version of truth."
  • Data Pipelines and Workflows: Data-driven workflows (pipelines) were created and scheduled to ingest data from disparate sources, ensuring real-time updates and data consistency across departments.
  • Advanced Data Visualization: Interactive reports, dashboards, and drill-down capabilities were developed using Power BI and Azure Machine Learning, allowing city departments to gain valuable insights from the data.
  • Business Intelligence (BI) Applications: Output data was published to data stores, such as Azure SQL Data Warehouse, for consumption by BI applications, enabling advanced reporting and analysis.
